[LANG-1810] Make ArrayUtils.SOFT_MAX_ARRAY_LENGTH final

The field was already @Deprecated in favor of the final
SAFE_MAX_ARRAY_LENGTH. Making it final enforces the immutability
guarantee and eliminates the PMD/SpotBugs warning about a mutable
public static field.
