[ANNOUNCE] New committer: vsair

Hi All,

The Podling Project Management Committee (PPMC) for Apache RocketMQ has
invited vsair to become a committer and we are pleased to announce that he
has accepted. Later, we will update our website team introduction. :-)

Below is his merit for Apache RocketMQ:

vsair, has submitted a heavyweight pull request to support message
filtering based on SQL92, which defines and implements a reasonable filter
language to support customized message filtering, helps RocketMQ to meet
complex business requirements, below are some links to describe this
feature:

* JIRA Issue: https://issues.apache.org/jira/browse/ROCKETMQ-121
* Pull Request: https://github.com/apache/incubator-rocketmq/pull/82
* Arch Design:
http://rocketmq.apache.org/rocketmq/filter-messages-by-sql92-in-rocketmq/
* Filter Example: http://rocketmq.apache.org/docs/filter-by-sql92-example/

And furthermore, vsair is full of enthusiasm about reviewing PRs, gives
many valuable suggestions for other contributors.

PS.

We are always very happy to have contributions, whether for trivial
cleanups or big new features. We want to have high quality, well documented
codes for each programming language, as well as the surrounding ecosystem
of integration tools that people use with RocketMQ.

Nor is code the only way to contribute to the project. We strongly value
documentation, integration with other project, and gladly accept
improvements for these aspects.

Sincerely,
The Apache RocketMQ PMC
