Formatter for properties file

It would be cool to retain all formatting of the original properties file when writing back some new entry. If properties file is large and have many commented entries which are there as a remainder of all possible options that can be set, those commented entries should noot be deleted when saving configuration.

As mentioned in http://issues.apache.org/jira/browse/CONFIGURATION-170, a formatter class of some kind would be the solution.
