This request comes often over and over again. We need to support use cases where the user decided to reset the KV-store in the job on restart. 

If user has chosen to force a reset of the KV-store on restart, all previous states are thrown away, no matter whether it is from local disk (i.e. host-affinity in SAMZA-619) or from changelog.
