Ok so my comment turned out to be a very strange coincidence of 1) a config parameter in artifactory that breaks things when anonymous access is enabled at the same time 2) having built vs 1.12 before turning on anonymous access and 3) turning on anonymous access before building subsequent versions... which by further coincidence happened to coincide with a switch by tika to package the pom into the jar... (a red herring that led me here). Sorry for any confusion I added to this ticket.
