If the webserver's jsp compilation directory does not exist at boot, the webserver will fail to serve JSPs.  It appears that Jetty does in fact create the directory, but a bit after-the-fact, so activation of a JSP causes an HTTP 500 error on fetch of the JSP.  Restart of the webserver "fixes" the problem because now the directory exists.  Seems like bad behavior!  A trivial bypass is to insure the directory exists at boot.
