Maybe it is good to have it redundant, so let it inside the context too or we should have an option to change this. But we have a menu item called "Refactor" so we need a separated dialog for those actions too.

That makes the UX more handy. You can have a shortcut for it and it opens immediately w/o using the right click and search for refactoring and go the action what you want.
