traeak opened a new pull request, #9513:

   While working with parsing CMCD-Request header
   
   ```
   mtp=47400,bl=60100,nor="h264-9000.mp4",nrr="2783265516-2787757155"
   ```
   
   with TSMimeHdrFieldValueStringGet sub fields were coming back as:
   
   ```
   nor="h264-9000.mp4
   ```
   and
   ```
   nrr="2783265516-2787757155
   ```
   
   This PR restores the trailing double quote.
