   ## Description
   mxnet.ndarray.sample_uniform crashes (aborts) when either `high` or `low` is empty tensor
   
   ### Error Message

   Segmentation fault: 11
   
   terminate called without an active exception
   Aborted (core dumped)

   ## To Reproduce
