Back to this issue, I think it's a classloader conflict issue. There should be multiple copies of WebParam and WebResult getting loaded by different classloaders.

The weblogic part, especially ensure you have configuration like

        <param-value>UTF-8</param-value>

In any case, this isn't a CXF issue IMO, so I'd like to close this issue. Instead creating a jira ticket, you should post such kind of question on cxf user mailling list first.
