seq property muddled

A server response sequence is created when a request msg comes in that requries a response.
In such a case, the request msg's "to" EPR becomes the new sequence's replyTo.
However, the new sequence's 'To' is still taken from the request msg's "To" EPR.
It should be set from the request msg's replyTo EPR.
