   ### Description
   
   The parent issue is: https://github.com/apache/incubator-inlong/issues/2203
   
   Provide sh script and HTTP API, so that users can find historical offset information of a specified consumption group in a specified time period.
   
   At the same time, relevant implementation as a demo, which are convenient for users to find or implement consumption logic of historical offset information of consuming groups
