a bunch of pages in the ref guide have a blue box at the top right of the page that says "Topics covered in this section" and has links down to the major anchors on the page...

...this blue box looks great on the webpage, but doesn't look very good in the exported PDF.
we should consider eliminating it, or reformatting it, or replacing it with something that makes more sense in the context of the PDF
