   I found some discussion in 
   https://github.com/apache/hudi/pull/4024
   
   As the contributor mentioned, the functions to parse timestamp are static, if we are going to have a config to control the parsing logic it may cause parameter parsing everywhere
   Do you guys have any suggestion?
