Ampersands aren't displayed properly

I've got special characters embedded within my xml (&amp;) and for some
reason FOP doesn't display them properly. 

Since XML requires the ampersand character to be storred as &amp; I use the
'disable-output-escaping' attribute of the <xsl:value-of> element but it
still doesn't working properly. Instead, the text '&amp;' is printed to my
PDF file instead of the '&' character.

How do I get the ampersand to display properly using FOP? Thanks for your
time.
