[PR] Fix publish-docker startup failure: repin docker/login-action to v4.6.0 [skywalking-go]

`publish-docker` failed to start on `main` after #256 ([run 36553698545](https://github.com/apache/skywalking-go/actions/runs/36553698545), `startup_failure`), so no image was published.
The workflow pins `docker/login-action@650006c6eb7dba73a995cc03b0b2d7f5ca915bee` (v4.2.0). The ASF "Remove Expired Refs" job dropped that pin from the [approved list](https://github.com/apache/infrastructure-actions/blob/main/approved_patterns.yml) (apache/infrastructure-actions@3f48e92). This PR repins to v4.6.0, `dbcb813823bdd20940b903addbd779551569679f`, which is approved and has no expiry.
All other actions in `.github/workflows` are in the `actions/*` or `apache/*` namespaces, which are always allowed. Merging this re-runs `publish-docker` on `main`, which publishes images that include #256.
