If the Resource Manager detects duplicate node agents with different UUIDs attempting to join the DUCC cluster it should deallocate all work on the affected nodes and stop scheduling to that node until some intervention is performed to stop the duplicate(s) and communicate to RM that the node/agents have been cleaned up.
