   **Describe the bug**
   v2.11.0
   There is no way to negatively acknowledge the consumer or the registry method for DeadLetterPolicy is broken
   
   
   **Expected behavior**
   While adding DeadletterPolicy in ConsumerConfiguration while building the Spout its not picking up the details and its getting lost during Serialisation.
   
   **Desktop (please complete the following information):**
    - OS: MacOs Ventura Java 1.8
   
   
   Trying to consume from Pulsar Topic in Apache Storm
