Does customer-facing documentation mention that locators must not be started or restarted with N seconds of each other, and how many seconds N is?  Is the race condition something that can be fixed (is there an existing GEODE ticket for this you can reference)?  Your change seems like a great improvement to our test stability in general but also potentially sweeping a real issue under the rug.
