[Bug 62678] SEE ALSO section absent from manpages

Fixed in trunk (r1933514) and 2.4 (r1933515).

The nroff.xsl stylesheet was explicitly suppressing <seealso> elements during
man page generation. Fixed by:
- Removing seealso from the blanket suppression template
- Adding a SEE ALSO section at the end of each man page that renders all
seealso content as plain text

Man pages now include a standard .SH "SEE ALSO" section.
