{{FileStoreCommitTest}} may stuck because the {{FileStoreCommit}} in {{TestCommitThread}} does not commit APPEND snapshot when no new files are produced. In this case, if the following COMPACT snapshot conflicts with the current merge tree, the test will stuck.
