There is a lot of duplicates in `nbbuild/antsrc/org/netbeans/nbbuild/extlibs/ignored-overlaps` for `javax.annotation-api.jar`. This PR introduces new library wapper module for `javax.annotation-api.jar` so that duplicates can be removed from `ignored-overlaps` file.

This cannot be done. JavaEE* modules are library modules (`org-netbeans-api-project-libraries`) and the `javax.annotation-api.jar` must be there and cannot be used from module wrapper.
