I've updated the daffodil.xml

Only small changes like added a date when we got name approval.

But.....There are sections where it asks about incubator status and I wasn't sure how to or whether to modify it.

Basically the

<section id="Incubation">...

That section isn't a table where you fill in dates when things have been accomplished.

I think we're ok on all of the items except one says "Are the decision making guidelines published and agreed to by all of the committers?"

We don't have an explicit page on our site nor wiki that addresses this. There are numerous ASF pages such as

[https://community.apache.org/committers/decisionMaking.html] which discuss this.

Do we need to create a page (wiki ok?) that covers this topic explicitly? Apache Gobblin graduated from incubator recently. They offer this page: [https://gobblin.apache.org/contributor/] with explicit links to the ASF guidance pages about consensus building, lazy consensus, etc.
