I'm a little unclear on what you are trying to do. It looks like you are trying to use the jsr88 deploy command on a "predeployed" car file that happens to be from a war. If this is the case, the problem is not that it doesn't work, but rather that it doesn't fail sooner after recognizing that you are trying to "deploy" a car file, which has already had most of the deployment actions done to it. You should be using something like install-plugin instead.
