Xalan 2.5.2 has a terrible bug which doesn't allow to create attributes using 
xsl:attribute with national characters inside. There is no problem when you 
create attributes with national characters explicite in tag.
Another unconvinince in Xalan 2.5.2 is that exclude-result-prefixes in xsl:
stylesheet doesn't work and result in errors.
Solution as usualy is to downgrade to Xalan 2.5.1
