Since [math] has released its Fraction class, we may want to consider
deprecating from [lang]. The [math] implementation is different
though, so I am OK keeping [lang]'s version in place.
Agree with Gary on Joda time. Maybe its author(s) can be convinced to
bring it into apache one day ;-)

Definitely non-binding, but I agree with your comments on 27643 and 33825.
As for 36529 - I'll take your (or Brent Worden's) word for it. [never
been one to deal with positive or negative zeros. :-/]
