cannot create bean of class org.apache.soap.server.ServiceManager

Has anyone seen this error before? Whenever I try to list, deploy, or
undeploy services I get this error (both from the web interface and the
command-line interface).

soap.jar, where the ServiceManager class is defined, seems to be in the
CLASSPATH.

Does it happen for every deployment /undep?
also does deployment /undep on examples give the same msg ?
