Development Setup Docs

Hi,

As you know that we have a setup doc for developing with IntelliJ IDEA:
https://github.com/apache/incubator-druid/blob/master/INTELLIJ_SETUP.md

However it is not placed at our tutorial docs: http://druid.io/docs/latest

What do you think about creating a page at Configuration Section:
http://druid.io/docs/latest/configuration/

There is a Development section at the bottom of the docs, with "Build from
Source", etc.
