3.3-RC2 Missing POM in maven 2 repo
I believe the torque pom is missing from the maven2 repo. I had to
install it locally from torque/common for the plugin and other dep
downloads to work.

Correct, the plugin came down fine but all the other torque components
fail since the parent pom can't be found.
