I am unable to publish maven artifacts for Apache Toree. ~chipsenkbeil was able to push our artifacts, but I received the following errors:

java.io.IOException: Access to URL https://repository.apache.org/content/repositories/snapshots/org/apache/toree/toree_2.10/0.0.0-dev-SNAPSHOT/toree_2.10-0.0.0-dev-SNAPSHOT-sources.jar was refused by the server: Unauthorized

If individual users need to be given permission, I as well as ~lbustelo will need to be added.
