SVN 1.3.0 Experiences / Short Term Schedule

We're using SVN 1.2.3 since months now and thought whether it is "safe" to upgrade to SVN 1.3.0. So there are two questions we want to ask the community:
 
(1) Is 1.3.1 planned for near future? We don't like to switch to 1.3.0 when we know that 1.3.1 is in the queue for this month.
 
(2) How stable is 1.3.0 compared to 1.2.3? Is moving on to 1.3.0 a risk?
