I tested on the Ubuntu, the source file is a Latin1 encoded file, but the target file generated into a UTF-8 encoded file, so there are a lot of Chinese garbled, how to solve this problem?

vi source file --> set fileencoding = latin1
vi target file --> set fileencoding = utf-8
