[CANCEL] [VOTE] Release Apache REEF 0.11.0-incubating (rc3)

Cancel this vote. The following issues will be addressed in next RC:



1.       Update copy right in run.cmd

2.       Remove end space in ./lang/cs/Org.Apache.REEF.Driver/Evaluator/IEvaluatorRequest.cs

3.       Upload release candidate to https://dist.apache.org/repos/dist/dev/incubator/reef/0.11.0-incubating/

JIRA REEF-307 is opened to follow up for CRLF line terminator issue.
