   Indeed I tested against the wrong bundle version, let me look up the according bnd code to find another way on how to generate constant service property values.
   
   Update:  Does not seem possible up till now: https://github.com/bndtools/bnd/blob/7c64c869ccaa9f7b9a5f64b6ab5954cee016a807/biz.aQute.bndlib/src/aQute/bnd/component/DSAnnotationReader.java#L605. So right now there doesn't seem to be a way to add a constant service property.
