Resolution: Invalid
No issues with BigTop (though the conf dir is symlinked) and I do not have access to Rocks+ to check out that configuration. HADOOP_CONF_DIR is set in the hadoop scripts, which we don't directly use, so it's not something to convenient to rely on.

This means we have a single $HADOOP_HOME directory with it's libs in the root, the conf directory in $HADOOP_HOME/conf, etc. This does not play nicely in provisioned installs, such as that of Rocks+ and BigTop. I think this may be as simple as leveraging $HADOOP_CONF_DIR instead of expecting $HADOOP_HOME/conf to work. We should investigate further to see if there are any other compatibility requirements we need to overcome as well.
