[Website Update] related_projects.html

The attached update cleans up the related projects page on the main apache
website.  The major things is does are:

1. Recategorize the projects into "News, Documentation, and Tutorials",
"Add-ons, Enhancements, and Modules", and "Ports and Commercial Versions".
This seems much more useful to most people than the old
"Commercial/Non-commercial" split.

2. Adds a few obviously missing related projects, especially in the first
category.

3. Deletes a few obviously obsolete projects.

4. Deletes projects that are also official ASF projects, since only some
of them were listed and it did not seem consistent or necessary to have
them here.

5. Fixes up some inconsistencies in the HTML/formatting and alphabetizes
everything.
