Tigris layout - JSP instead of Velocity

Hello,

I wanted to check Tigris layout using jsp instead of vm files so I
changed options in decorator.properties file and restarted server.

#: BEGIN comment for JSP
#template.type=velocity
#template.extension=.vm
#: END comment for JSP

#: BEGIN uncomment for JSP
template.type=JSP
template.extension=.jsp
header=header.jsp
footer=footer.jsp
#: END uncomment for JSP
++++++++++++++++++

Next when I opened portal site it displayed me only this message:

"Content is not available"

Am I doing something wrong or I have to change some other options, files ?
