Working around TLD loading without internet access

Hi all

Can anyone suggest me a workaround to get over the following 
exception,.. when we deploy a WAR file into an servlet container like 
Tomcat, on a machine without internet access, it tries to connect to the 
external URL defined in the TLD files..
