svnperms.py doesn't work on Windows

Hi Folks,

It seems to be an ongoing problem that svnperms.py from
http://subversion.tigris.org/tools_contrib.html does not work on
windows, due to the use of the Unix specific 'commands' module. This
has been mentioned in various places:

http://www.nabble.com/Converting-svnperms.py-to-use-subprocess-(so-it-wo
rks-on-!unix)-td19369218.html
http://www.svnforum.org/2017/viewtopic.php?t=6487&sid=cc16f292d0436f9095
5c5a62cf2951c8
http://article.gmane.org/gmane.comp.version-control.subversion.devel/104
013

A patch has also been suggested here:

http://svn.haxx.se/users/archive-2007-11/0823.shtml

Could we please set up an issue for this problem to resolve it once and
for all - I have spent several hours on it and I can see from the above
links that I'm not the first. I checked the issue tracker and saw
nothing related to this.

Thanks,

Robin

Since so many have already mentioned this issue, I think filing an
issue in the issue tracker is a good idea.
