Until now, the arquillian tomee webapp adapter was using the Installer directly and offline. So mostly it always succedded.
But it's not how users aure used to work with TomEE, because they drop the war in and then just use the tomee GUI to install it properly.
During latest release, we saw some incompatibility changes breaking the online installer, hence that JIRA and that rework.
