VERY URGENT: "tiles-defs.xml" validating error in Digester.java

Hi, I use the Tiles PlugIn.
My "tiles-defs.xml" and "tiles-config_1_1.dtd" files are both in the "WEB-INF" directory, while the first line of xml file is:

DOCTYPE line is: <!DOCTYPE tiles-definitions SYSTEM "tiles-config_1_1.dtd">



Why I have this error qwhen starting Application Server?

ERROR [main] (Digester.java:1454) - Parse Fatal Error at line 2 column -1: Relative URI "tiles-config_1_1.dtd"; can not be resolved without a base URI.
org.xml.sax.SAXParseException: Relative URI "tiles-config_1_1.dtd"; can not be resolved without a base URI.

PS: I have THE SAME configuration also with my "struts-config.xml" and "struts-config_1_1.dtd" files, and I have no errors with its...

So do you need an answer to this right away?  or can I take my time on
