Fixed.

The NodeManagerImpl created an empty file (size = 0) initially and always tried to read and unmarshalled to list object whether or not the file is empty.
So, I changed it to check if the file is empty first in order to avoid possible EOFException when the file is empty.
Also, some clean ups (such as file resource closing in finally block) were added.
