Both tenants and users are listed under "Users/User Management" section of Stratos Console UI. But it's not very intuitive to have "Add New Tenant" inside users section of the console, since it does not adapt with the Carbon tenancy concept. There could be two possible alternatives

1. Rename "Users/User Management" to "Tenant & User Management" under main section
2. Have two separate sections for Users and Tenants in Main UI.
