format-number(NaN)

Some real data I am trying to format into an HTML table
contains NaN and +/-Inf as legal values, yet 'format-number'
turns NaN into three meaningless bytes (\357\277\275).
I realize that XPath doesn't specify behaviour for these cases,
but I would think leaving the characters unchanged would be
better than this.
