That was intentional.
The filtersets when defined are _not_ put into a global pool that was the whole
idea of making them.

However it would make sense to add a filtersetid attribute to copy.
That would take an id for a previously defined filterset.

or perhaps just allow <filterset idref="filterconf"/> in copy..
would that be too much bloat?

I was not willing to spend too much more time until the patches were accepted as
the changes worked for me.
