Maybe I am missing something but I cannot create a foreign key.  I only have an
option for setting a primary key when creating tables for a relational
database.  There is also no reference to Foreign Keys in the help tab but their
are error pop-ups referencing the need to "add a foreign key".  Is there a
manual method to add or create a foreign key?

This is a support request and no bug report. Please use mailing list or forum.

You need to specify which database engine do you use and which type of
connection. For the build-in HSQL database engine the foreign key setting is in
Tools > Relationships.
