[FWD] [VOTE RESULTS]: xml-commons-external-1.3.04 Release on Wednesday, November 22nd

Hi,

it seems as if there finally was a new release of xml-apis.  We should
give it together with the latests xerces release a try and eventually
upgrade the jars we ship ourselves.
