svn upgrade bug with quotes in filename

Hi,

I notice that svn upgrade does not like paths with single quotes in the
filename (in this case a directory named "PCB's"). I was only able to
complete the upgrade by deleting the directory.

You should describe how you called svn upgrade, the exact command in
which directory etc., and which errors you got. "'" may just be
misinterpreted by your shell, for example.
