I was debugging. I notice this happens in my editor when 
apache.org+forrest.apache.org sites are down, but
the first time it occurred I thought it was my code/
I'll reconfig to local. Thank you for the tip '-'

What were you doing when this error occurred?

Forrest does not use the forrest.apache.org
server for the DTDs - it uses local copies.

If it was an XML editor that suffered the error,
then you need to do as Antonio suggested
to configure your editor so that it too uses
local copies of DTDs.
