Same problem with Windows, but Tomcat tries to write something to the current 
dir, not $CATALINA_HOME. Here it's the wrapper dir. Tomcat's user doesn't have 
write access to this dir.

Caused by: java.io.FileNotFoundException: D:\Tomcat41_1\wrapper\files-
1290627079
